Electronic invoicing: a new era for businesses in Luxembourg

 

Starting 1 January 2026, electronic B2B invoicing will become mandatory in Belgium. This major change marks a new step towards the full digitalization of commercial transactions in Europe. For Luxembourg-based companies, it is essential to understand the implications of this shift and start preparing today.

 

A European-wide transformation

Electronic invoicing means sending and receiving invoices via a secure network (PEPPOL) no paper, no traditional PDF files.
After Belgium, France will gradually implement the same obligation:

  • in September 2026 for large companies and mid-sized firms (ETIs);
  • and in September 2027 for SMEs and microenterprises.

Germany, on its side, has already taken a step ahead: starting 2025, all companies must be able to receive electronic invoices, and by 2028, all will be required to issue them as well.

These developments will inevitably impact Luxembourg.
While only invoices sent to public entities are currently subject to electronic invoicing, it is widely expected that private-sector businesses will soon be included in this obligation.
