Following the reform of the law of 26 july 2023, Luxembourg companies are now required to display the QR code associated with their business permit. This obligation applies both on the company’s website and at each of its sales outlets.
The permit number or the QR code must also appear on all business documents: quotes, invoices, letters, emails, printed materials, etc.
This legal development, stemming from the reform of the amended law of 2 september 2011, strengthens the requirements for transparency and fraud prevention and is part of the broader movement toward administrative digitalization by the Luxembourg State.
A step toward greater transparency
The introduction of a QR code for each business permit aims to allow quick and reliable verification of the authenticity of the permits. It constitutes a mandatory legal disclosure instrument, accompanied by specific penalties in case of non-compliance.
Assignment of the QR Code
Since 1 september 2023, every new business permit issued by the Ministry of the Economy automatically includes a unique QR code generated during the online issuance process via the Guichet.lu portal.
What if you still have a paper permit?
Old permits issued in paper format are now considered obsolete. The companies concerned are invited to request a duplicate exclusively via their professional space on MyGuichet.lu.
This duplicate, issued online, includes a unique GouvCheck QR code allowing verification of the document’s authenticity.
The QR code can also be downloaded directly as an image file from the public authorization search portal.
A visible display requirement
The QR code or permit number must be displayed in a visible manner:
- At the company’s registered office (for example, at the entrance);
- In every sales outlet or commercial premises open to the public;
- Including on worksites for craft or construction-related activities.
Integration in business documents
In addition to public display, the QR code or permit number must appear on all company communication materials: letters, emails, quotes, invoices, websites, storefronts, signage, professional vehicles, etc.
An exception applies only to electronic invoices that comply with the law of 16 may 2019, on electronic invoicing in public procurement and concessions.
Penalties and deadlines
Failure to display the QR code or permit number constitutes an administrative offense, punishable by a fine ranging from €25 to 250€.
The compliance deadline has been set for 1 september 2025.
Companies concerned are therefore invited to bring their situation into compliance without delay.
